As discussed in Chapter 3, assessments of worker health and safety programs in both the inner most and public sectors have established enormous increases in worker morale, effectivity, and effectiveness with the implementation of strong programs fully supported by management Cecchine et al. , 2009; Isaac, 2013. Strong leadership providing clean course is essential to both the design and beginning of the fitness, safety, and clinical policies and programs of a huge, multiple organization corresponding to DHS. A formal method, guided by a vision remark at once linked to the organizational challenge, may give that course whilst also demonstrating the dedication of top management to worker health, protection, and resilience. Despite strategic aspirations to improve worker health, safety, and resilience, the committee discovered no evidence of a defined strategic plan for reaching that final result or techniques put in region to hold branch leadership accountable for doing so. The committee believes that DHS leadership deserve to make a clear and high level observation of the value of overlaying and adorning the health and safety of its workforce—a key role and responsibility of DHS leadership for which last duty lies with the Secretary.
